SHMS Risk Assessment & Documentation, Broadmeadow

MCP provided professional project support to Jarah Corporate Pty Ltd for BMA’s Broadmeadow Underground Coal Mine from October to December 2024, delivering risk assessment facilitation and technical document preparation in support of the site’s Safety and Health Management System (SHMS).

The requirement

An SHMS is only as good as the documents people actually use. Risk assessments that sit in a system nobody opens, and procedures written for auditors rather than for the crew on shift, do not change what happens underground. The site needed risk assessments run properly to BMA’s own process, with the people who own the risks and controls in the room, and documentation that was consistent across the asset and usable at the coalface.

MCP’s role

The engagement covered both the risk assessment process and the documentation that comes out of it:

• Preparation and facilitation of risk assessments using BMA’s Risk Management PRO and Coal WRAC processes
• Engagement with Risk and Control Owners and affected coal mine workers
• Integration of MRE/DIR, SCP and relevant events into the risk assessment process
• Development and QA of technical documentation, including SOPs
• Strengthening consistency and alignment of processes across the asset
• Coordinating document management workflows and maintaining document control requirements
• Coaching and mentoring site personnel

A key focus was ensuring documentation was high quality, practical and frontline-friendly, while supporting a simplified, consistent and effective SHMS.

The outcome

Risk assessments were facilitated to BMA’s own process, with the controls carried through into SOPs and a document-control structure the site team was coached to maintain. The result is documentation that supports a simpler, more consistent SHMS rather than adding to the paperwork around it.
